Thanks to years spent in isolation, Snow is a woman of few and especially cautious words (and, sadly, assumes others to be the same), which is a nice way of saying "her conversational skills are rusty." If given the chance to listen or to speak, she'll choose the former in most cases. People almost always have stories worth being told, after all, so an open ear is worth offering. When pressed, her speech primarily consists of questions and matter-of-fact statements; however, she isn't outright rude or snarky, just honest...for better or for worse.
This has the fringe benefit that she often offers up genuine kindness straight from her heart as often as not. Her intentions are not to seem cold, nor is she not entirely without a sense of humor.
Her relative quiet means that when she does choose to pontificate, people listen. Behind her words, there's the passion of complete faith in whatever cause she aligns herself with.
